In law, a witness testifies to the occurrence of something through their presence. In religion, the Greek word martys(witness) later evolved into martyr(martyr), because witnessing sometimes comes at a cost. 

"She has witnessed" means that after the event happened, she could not exist without carrying it. The event became an inseparable part of her. 

The title uses the present tense, She Witnessesbecause witnessing is an ongoing action that does not end.
